The Ralston Creek basin at its confluence with Clear Creek con-
tains 91 square miles. The 1 percent flood (1 DO-year) is of
destructive magnitude given the significant development of the
flood plain in some areas, The studies show the 1 percent flood
to be 10,000 cubic feet per second within Arvada for future de-
velopment with the improved channel without detention on Van
Bibber Creek. Early warning plans and arrangements are part of
the overall recommendations.

Overall, the master plan calls for a corrective program costing
$13,2 million in terms of 1977 dollars, Some $9,9 million of
this program is in Arvada and $3,3 million is in Jefferson County,

Douglas T, Sovern, J, Craig Green, and Leander Urmy of our staff
have made a concentrated team effort in completing this study,
Arvada and Jefferson County have input heavily to the study.

We have appreciated the opportunity to undertake this study,
We remain available to help implement this master plan,
RE: LETTER OF TRANSMITTAL

I

Dear Mr. Tucker:

I

The master planning effort for Ralston Creek and Leyden Creek is
summarized in this report in accordance with our contract dated
October 1, 1974.

I

This text includes a summary of the Phase A report, so that the
background material is available for the reader's convenience,
Section I presents an executive summary that describes the general
study and results,

I

Yours very truly,

The master plan for Ralston and Leyden Creeks represents a combin-
ation of flood control management methods ranging from merely flood
plain regulation to concrete side, walled European-type channels,
Each portion of the two streams was studied separately and the
best solution was selected in conjunction with local government
representatives.

The recommended plan for Ralston Creek and Leyden Creek flood hazard
management is based upon minimizing the hazard to life and property
along the full reach of the creeks, in harmony with providing reason-
able and useful amenities consistent with accepted urban and rural
planning principles.
The master plan includes the relocation of approximately 60 perman'
ent residential structures and S4 mobile homes, These homes are in
the flood plain of Ralston Creek, For the most part, their removal
is required to obtain room to construct a concrete walled channel
through a residential area subject to heavy flooding.
