Although <br />retardation procedures would not necessarily mean the rehabilitation of <br />these and other abandoned ditches, such a program would at least preserve <br />those ditches olhich are still in operation. Unless retardation is prac- <br />ticed, all water rights in the area are jeopardized. <br /> <br />.\ <br /> <br />, <br />, <br />, <br />r <br />., <br /> <br />It is the united hope of the residents of this flood area that this <br />resume of conditions in the basin will be sufficient to demonstrate and <br />prove that retardation and conservation practiced in this locality would be <br />of utmost importance and benefit to the Missouri River Basin and to the <br />Nation as a whole. <br /> <br />" <br /> <br />As the Manitou Experimental Station of the Soils Conservation <br />Service has made a study and report on an area adjacent to the region where <br />the Kiowa and other flash-flood strealms are located, the recommendations <br />of the Manitou Experimental Station on soil conservation (excerpt attached) <br />could be applied with a minimum of additional planning and research, in <br />order to begin construction of retardation and silt control structures. <br />It is believed that a project of this description in the Kiowa, Bijou and <br />Boxelder Creek Basins should be designated for top priority as a part of <br />any program authorized for the Wussouri River Basin. <br /> <br />. <br /> <br />f <br /> <br />L <br />
