PROBLEM IDENTIFICATION REPORT
SECTION 205 RECONNAISSANCE STUDY

INTRODUCTION

The city of Rock Rapids, Iowa, is located along the Rock River in
Lyon County, Iowa. Figure 1 presents a vicinity map for the Rock Rapids
area. Flooding has occurred periodically throughout the Rock River
basin as recently as Kay and July of 1993. Rock Rapids sustained
damages in several areas of the city during the 1993 event. This Problem
Identification Report addresses background information, existing flood
problems within Rock Rapids, and results of reconnaissance-level
analyses.

This federally funded reconnaissance level study was initiated in

response to a letter dated 9 August 1993 from the city of Rock Rapids,

Iowa, to the Corps of Engineers. The Omaha District requested and

received funds to initiate a reconnaissance study of flood problems on

the Rock River and its tributaries in the vicinity of Rock Rapids,

STUDY AUTHORITY

This study was authorized under Section 205 of the Flood Control

Act of 1948, as amended, and was conducted in accordance with the

Principles and Guidelines for Vater and Related Land Resources Planning.

REPORT AND STUDY PROCESS

Federal water resource planning by the Corps of Engineers is

accomplished in two phases--a reconnaissance phase and a feasibility

phase. The reconnaissance phase is conducted at full Federal expense,

while the cost of the feasibility phase is shared equally between the

Federal Government and the non-Federal sponsor(sl. This report contains

a summary of investigations, results, conclusions, and recommendations

of the reconnaissance phase.
