Figure 1 presents a vicinity map for the Rock Rapids <br />area. Flooding has occurred periodically throughout the Rock River <br />basin as recently as Kay and July of 1993. Rock Rapids sustained <br />damages in several areas of the city during the 1993 event. This Problem <br />Identification Report addresses background information, existing flood <br />problems within Rock Rapids, and results of reconnaissance-level <br />analyses. <br /> <br />This federally funded reconnaissance level study was initiated in <br /> <br /> <br />response to a letter dated 9 August 1993 from the city of Rock Rapids, <br /> <br /> <br />Iowa, to the Corps of Engineers. The Omaha District requested and <br /> <br /> <br />received funds to initiate a reconnaissance study of flood problems on <br /> <br /> <br />the Rock River and its tributaries in the vicinity of Rock Rapids, <br /> <br />STUDY AUTHORITY <br /> <br />This study was authorized under Section 205 of the Flood Control <br /> <br /> <br />Act of 1948, as amended, and was conducted in accordance with the <br /> <br /> <br />Principles and Guidelines for Vater and Related Land Resources Planning. <br /> <br />REPORT AND STUDY PROCESS <br /> <br />Federal water resource planning by the Corps of Engineers is <br /> <br /> <br />accomplished in two phases--a reconnaissance phase and a feasibility <br /> <br /> <br />phase. The reconnaissance phase is conducted at full Federal expense, <br /> <br />while the cost of the feasibility phase is shared equally between the <br /> <br /> <br />Federal Government and the non-Federal sponsor(sl. This report contains <br /> <br /> <br />a summary of investigations, results, conclusions, and recommendations <br /> <br />of the reconnaissance phase. <br /> <br />1 <br />
