Dear Messrs. Kiolbasa and Lang:

WRC Engineering, Inc. (WRC) is pleased to submit this response to your request of November 20,
1995, for Cost Proposal (RFP) and Oral Presentation. We have followed, as closely as possible, your
instructions related to this submittal and hope we have fully satisfied all criteria used in the evaluation process.

The information requested in the "Letter of Qualifications and Interest" was repeated to a large extent
in the RFP. We are requesting that our "Letter of Qualifications and Interest" be considered as a fulfillment
for this portion of RFP. The focus of this submittal is to present our plan of approach to the specific
professional services requested, work schedule, the cost of our services, and WRC's proposed key staff who
will perform the work.

We would like to thank the Selection Committee for short listing WRC for this project. We look
forward to sharing with you the details of our submittals in our oral presentation on December 5, 1995.
