PROJECT FEE ALLOCATION

Our understanding is that the anticipated budget for this project is $50,000. The following is WRC's
proposed manpower/fee allocation for preparation of the requested scope-of-services as encompassed in
WRC's Project Approach (Section - II of this proposal). Also included is WRC's personnel list and fee
schedule which presents the requested billing rates for WRC's personnel.

PROJECT SCHEDULE

The RFP documents identified the City's and CWCB's desire to have this project completed in a 4 to 6
month time period. Included on the following page is WRC's proposed project schedule which results in a
document ready for adoption by the City and the CWCB five and one-half months after the notice to
proceed. We believe this schedule will provide the necessary time for completion of the said work tasks
with additional time allocated to a)inclusion of public participation in the process, b) review time for the
City and CWCB of the recommended alternative improvements and draft report document, and c)
coordination with the CDOT and railroad representatives.
