These considerations, <br />as encompassed in WRC's proposed Project Approach (Section - II of this proposal), will allow us to fully <br />address the requested Scope of Services (Section - I of this proposal). <br /> <br />I. Clear identification and statement of the project goals. <br />. Reduction in IOO-year flood threat <br />. Multi-object planning (recreation, trails, wetlands, open space, street improvements) <br />. Short term risk for long term gain. <br /> <br />2. Evaluation of long term cost/benefits of any proposed flood control improvement designed for only <br />the more frequent flood events (i.e. lO-year). <br /> <br />3. Impacts/ramifications of moving flooding problems from one area to another. <br /> <br />4. Joint implementation/phasing potential with future development. <br /> <br />5. Staff use of deliverable products and training for future maintenance/update of said information. <br /> <br />6. Risk assessment with COOT and railroad representatives. <br /> <br />7. System wide analysis/modelling inconsistencies. <br /> <br />8. Community wants and desires (multi-use of facilities). <br /> <br />9.
