<br />. <br /> <br />29.13.070 Flood-proof Construction. All buildings and utility sys- <br />tems, including private water and sewage systems, shall be of fiood- <br />proof construction or adequately protected from flood damage in accord- <br />ance with the following standards adopted by the City of Richland: <br /> <br />a. The State of Washington Flood Control Map entitled, "Yakima <br />River, Washington, Flood Plain, Information Study, Richland, Wash- <br />ington, 100 Year Flood Elevation, Yakima River, Miles 6.5-9.5," <br />as modified by the Division of Flood Control, and dated July 2, 1964, <br />together with all explanatory matter thereon, is hereby adopted by <br />reference and declared to be a part of this ordinance. Said map, <br />together with all explanatory matter thereon, shall be on file in the <br />office of the City Clerk. . <br /> <br />b. For all permitted occupancies other than Group J as defined <br />in the latest edition of the Uniform Building Code as adopted by <br />the City: <br /> <br />1. All footin~s shall be of poured-in-place concrete, shall be 'a <br />minimum width of 16" and 8" in depth. shall rest on undisturbed <br />earth, and the bottom of such footing shall be a minimum of 24" <br />below finished grade. <br /> <br />2. Perimeter foundation walls shall be of poured-in-place con- <br />crete, a minimum of 8" in thickness and shall be either (a) poured <br />continuous with the footings, (b) keyed with keying in footing <br />Ph" deep and 3" wide, or (c) doweled to footing with No.5 re-bar, <br />12" long spaced no farther apart than 2' around the perimeter of <br />the building. <br /> <br />3. Such perimeter foundation walls shall extend a mmImUm of <br />2' above the 50 year flood level for the particular location of the <br />building as established by the State of Washington Division of <br />Flood Control. In no case shall the bottom of the first floor joists <br />be lower than the minimum elevation for top of foun"dation. <br /> <br />4. All interior bearing walls and piles below the established <br />minimum top of foundation shall be of masonry construction. <br /> <br />5. All electrical wiring, outlets or devices shall be above the said <br />minimum elevation for top of foundation or of approved under- <br />ground construction. <br /> <br />6. No furnace fire pot or furnace controls shall be lower than the <br />minimum top. of foundation as established above. <br /> <br />7. Po:.. backwater valve shall be installed in the sewer line. or lines <br />in an accessible location immediately adjacent to the exterior foun- <br />dation wall. <br /> <br />Figure 11-4, <br /> <br />Building Code (Reference 1 ) <br /> <br />85 <br /> <br />
