<br />ARTICLE I <br />SCOPE AND PURPOSE <br />A. Scope of Reg'u lations <br />These Regulations prescribe the procedures for the <br />subdivision of land within the unincorporated area of the <br />County and any other area of the County made subject <br />thereto under the provisions of Sections ..., and <br />comprise the requirement..<;, standards, and specifications <br />with respect to: <br />I. The proper location and width of streets, <br />huilding lines, open space, recreational areas, and public <br />lands. <br />2. The avoidance of conditions that would lead to <br />the creation of blighted areas. <br />3. The avoidance of overcrowding of population and <br />congoestion of vehicular traffic. <br />4. The manner in which streets are to be graded <br />and improved. and the extent to which water. sewer, <br />storm water, and. other utility services are to be <br />provided. <br /> <br />* * * * * * * * * * * <br /> <br />B. Interpretation <br />These Regulations are intended as MINIMUM <br />REQUIREMENTS w provide for the coordinated. <br />efficient and economic development of the County, to <br />insure the adequacy of street and utility facilities. and to <br />promote the public health, safety, and welfare. <br />* * * * * * * * * * * <br /> <br />D. Suitability of Land for Subdivision Development <br /> <br />Land- unsuitable for subdivision development due to <br />rlraina~e, flooding, steep slope, rock formation or any <br />other condition constituting a danger to health, life, or <br />property shall not be approved" for subdivision. <br />* * * * * * * * * * * <br /> <br />ARTICLE II <br />DEFINITIONS <br />For the purpose of these Regulations, the terms used <br />herein are defined as follows: <br />* * * * * * * * * * * <br /> <br />Flood Hazard Area: All land subject to periodic <br />inundation from overflow of the 100 year flood on <br />natural waterways as calculated by approved engineer- <br />ing methods. <br />* * * * * * * * * * * <br /> <br />ARTICLE IV <br />MINIMUM STANDARDS OF DESIGN <br />* * * * * * * * * * * <br /> <br />C, Lots <br /> <br />* * * * * * * * * * * <br /> <br />2. Each lot shall contain a buildin_g site completely <br />free from the danger of flooding. No lot shall be <br />impractical of improvement due to steepness of terrain, <br />nangerous soil conditions, or other adverse natural <br />physical condition. <br />* * * * * * * * * * * <br /> <br />E. Utility and Drainage Easements <br />* * * * * * * * * * * <br /> <br />3. Whenever a stream or important surface <br />drainage course is located in an area proposed for <br />subdivision, the subdivider shall provide an adequate <br />easement and facilities to prevent flooding or erosion <br />along each side of the stream. . .
