Michael <br />Burnham did both the research and writing on forecast, warning, and evacuation. David <br />Williams did the structural analyses for the temporary and permane.nt closures, prepared data <br />for the economic analyses, and made many hand computations to check the results. <br />Computation of expected annual flood damage was made using a Hydrologic Engineering <br />Center computer program written by Harold Kubik. Harold was instrumental in making changes <br />to the program to facilitate the large number of computations required for the investigation. <br />Jeanne"rew had the awesome task of typing the final manuscript and Roger Nutter the difficult <br />and lengthy job of drafting the over sixty drawings. Darryl Davis, Chief, Planning Analysis <br />Branch, provided much needed discussion and insight on many theoretical and policy questions <br />and Bill Eichert, Director of the Center, offered his encouragement and support throughout. <br /> <br />In addition to the HEC staff, the author had the privilege of receiving review comments from <br />several persons with considerable experience in flood plain management. James Goddard, John <br />Sheaffer and D. Earl Jones, Jr., offered numerous important comments and suggestions on an <br />earlier draft and these led to an extensive revision and the addition of much new material. James <br />Owen reviewed a draft of the material on forecast, warning, and evacuation and offered many <br />valuable suggestions. David Justice prepared engineer's cost estimates for many of the measures <br />and provided helpful insight into the factors which influence cost at the local level. <br /> <br />Funding for the investigation was provided by the Institute for Water Resources, together <br />with considerable patience from its Director, A.
