. . .~..., CHANGES ARE MADE IN DETERMINATIONS OF BASE FLOOD ELEVATIONS FOR THE CITY OF LOUISVIllE AND THE UNINCORPORATED AREAS OF BOULDER COUNTY, COLORADO, UNDER THE NATIONAL FLOOD INSURANCE PROGRAM On May 6,1996, and June 2, 1995,1he Federal Emergency Management Agency (PEMA) identified Special Flood Hazard Areas (SFHAs) in 1he City of Louisville and 1he unincorporated areas of Boulder County, Colorado, through issuance of a Flood Insurance Rate Map (FIRM) for Boulder County, Colorado and Incorporated Areas. The Mitigation Directorate has determined 1hat modification of 1he elevations of 1he flood having a I-percent chance of being equaled or exceeded in any given year (base flood) for certain locations in 1he City of Louisville and Boulder County is appropriate, The modified base flood elevations (BPEs) revise 1he FEMA FIRM for 1he community. The changes are being made pursuant to Section 206 of 1he Flood Disaster Protection Act of 1973 (Public Law 93-234) and are in accordance wi1h 1he National Flood Insurance Act of 1968, as amended (Title XIII of 1he Housing and Urban Development Act of 1968, Public Law 90-448), 42 U,S.C. 4001-4128, and 44 CFR Part 65, A hydraulic analysis was performed to incorporate modifications to 1he Burlington Northern Railroad bridge along Coal Creek and has resulted in a reduction in SFHA and modified BPEs from approximately 1,550 feet downstream of Empire Road to approximately 3,700 feet upstream of South 961h Street, The table below indicates 1he modified BPEs for several locations along 1he affected length of Coal Creek, Location Existing BPE (feet)* Modified BPE (feet)* Approximately 1,550 feet downstream of Empire Road Approximately 150 feet upstream of Empire Road At 1he Burlington Northern Railroad Approximately 3,700 feet upstream of Sou1h 961h Street 5,279 5,300 5,330 5,359 5,279 5,302 5,321 5,359 *National Geodetic Vertical Datum, rounded to nearest whole foot Under 1he above-mentioned Acts of 1968 and 1973, 1he Mitigation Directorate must develop criteria for floodplain management. For 1he community to participate in 1he National Flood Insurance Program (NF1P), 1he community must use 1he modified BPEs to administer 1he floodplain management measures of 1he NFIP. These modified'BPEs will also be used to calculate 1he appropriate flood insurance premium rates for new buildings and their contents and for the second layer of insurance on existing buildings and contents. Upon 1he second publication of notice of these changes in this newspaper, any person has 90 days in which he or she can request, through the Chief Executive Officer of the community, that the Mitigation Directorate reconsider the determination. Any request for reconsideration must be based on knowledge of changed conditions or new scientific or tecbnical data. All interested parties are on notice that until the 90-day period elapses, the Mitigation Directorate's determination to modify the BPEs may itself be changed
