<br />The building site is located in the central business district
<br />of Jersey Shore, It is bounded by Allegheny on the east,
<br />Main on the south, and Market Street on the north, and is
<br />contiguous to an alley designated as a "street to be
<br />vacated" on the west (see Map), The intersection of
<br />Main and Allegheny Streets, which marks the crossing of
<br />the major access routes to Jersey Shore, is a potential
<br />focal point in the town,
<br />
<br />The srte is owned by the Redevelopment Authority of
<br />Lycoming County and is available for development.'. A
<br />four,story masonry building (SO feet by 100 feet) remains
<br />on the extreme northwest corner of the site, Land value,
<br />as determined by the fair market price of an equivalent
<br />area, is approximateiy $0,26 per square foot.2O
<br />
<br />The land is essentially flat, and grade mean elevation is
<br />545 (MSL),21 This is 6 feet below the level of the 100-
<br />year flood, which was established as 551 feet MSL. The
<br />site adjoins the delineated floodway, It is subject to
<br />frequent flooding of significant depth, For purposes of
<br />flood insurance rate determinations, the site is in zone
<br />A 1322 The soil is granular, consisting of firm to compact,
<br />fine to medium sand with some silt at shallow depths,
<br />The water table is 21 feet below grade and utilities are
<br />located under Allegheny, Main, and Market Streets,
<br />
<br />Space Needs and Basic Building Design
<br />
<br />As determined through the informai market analysis and
<br />conceptual allocation considerations, the following retaii
<br />space needs were accommodated in the proposed
<br />commercial structure:

<br />The basic structure designed to house the identified
<br />commercial space needs at the Jersey Shore site is a
<br />two,story commercial buiiding; the structure contains
<br />3,500 square feet of undesignated space which couid be
<br />used to house another commercial use not identrtied
<br />through the sUlVey,
<br />
<br />The basic structure is a building with normal construction
<br />(no flood proofing), II is an ordinary two'story slab-on,
<br />grade masonry bearing wall structure, An elevator is in-
<br />cluded to selVe the upper commercial level, allowing
<br />handicapped and freight access to the second level.

<br />The building facade and cornice is divided into "residen'
<br />tial size" modules compatible with the historic character
<br />of the area, The north and east elevations are clad in
<br />brick with "residential" bay and double hung windows,
<br />The elevated structures have a cUlVing ramp with park-
<br />ing on the east, plus additional parking on the west.

<br />An atrium plan is also included, which allows a variety of
<br />rental options around an open court with second level
<br />balconies providing a pleasant view of the river to the
<br />east. The site design, in addition, creates a park to the
<br />north, The park would be framed by the existing Masonic
<br />Hall to the west and the new structure to the south, with
<br />the intersection of the two main streets in Jersey Shore
<br />to the north and east. Such a building, complementing a
<br />view to the Susquehanna with a landscaped park, could
<br />become a focal point in Jersey Shore and a symbol of
<br />the town's effort to take advantage of the surrounding
<br />natural environment and historic architecture.
