<br />Methodology <br /> <br />Basic information to be used in the design and evalua- <br />tion of commercial structures in Jersey Shore was <br />gathered at the site during December, 1976, Contacts <br />were made using the Issue Specific Reputational <br />Method' A series of meetings were held with the <br />mayor, borough councilmen, staff members of the <br />Lycoming County Redevelopment Authority and the <br />Lycoming County Planning Commission, a local lawyer, <br />real estate agent, banker, and other interested crtizens, <br />including one encouraging attention to historic <br />preservation. <br /> <br />The consensus was that the Borough of Jersey Shore <br />needed new commercial construction in the central busi- <br />ness district to enhance its comparative developmental <br />advantage with respect to surrounding communities and <br />to serve as a symbol of rejuvenation, The major con- <br />cernswith constructing such commercial space in <br />accordance with flood proofing requirements related to <br />cost and to aesthetics, <br /> <br />6 <br /> <br />Space Need Determination <br /> <br />In order to establish a realistic appraisal of commercial <br />space allocation needs in downtown Jersey Shore, an <br />informal market analysis was conducted, Various Jersey <br />Shore merchants were intelViewed to establish their <br />needs for commercial space and their estimation of <br />overall retail needs in the downtown area. 7 <br />
