4

Public notification of the revised BFEs will be given in the Broomfield Entewrise on or about June 20
and June 27, 1996. A copy of this notification is enclosed. Any request for reconsideration must be
based on scientific or technical data. In addition, a notice of changes will be published in the Federal
Register.

Because this LOMR will not be printed and distributed to primary users, such as local insurance agents
and mortgage lenders, your community will serve as a repository for these new data. We encourage you
to disseminate the information reflected by this LOMR throughout the community, so that interested
persons, such as property owners, local insurance agents, and mortgage lenders, may benefit from the
information. We also encourage you to prepare a related article for publication in your community's local
newspaper. This article should describe the assistance that officials of your community will give to
interested persons by providing these data and interpreting the NFlP maps.

The revisions are effective as of the date of this letter; however, within 90 days of the second publication
in the Broomfield Entewrise, a citizen may request that FEMA reconsider the determination made by this
LOMR, Any request for reconsideration must be based on scientific or technical data. All interested
parties are on notice that, until the 90-day period elapses, the determination to modify the BFEs presented
in this LOMR may itself be modified.

In a letter dated February 26, 1996, to Mr. Doherty, we responded to a request from your community
that we initiate a physical map revision to reflect the effects of LOMRs issued since the FIRM was last
published. We stated that we would initiate a physical map revision if your community is willing to share
the cartographic costs of republishing the FIRM. Mr. Behlen has indicated that your community is
interested in sharing the costs of republishing the FIRM. We will send your community an invoice for
the cartographic costs within 30 days of the date of this letter.

The physical map revision will modify FIRM Panels 0215 C and 0220 D and the FIS report. The revised
FIRM panels will present information from the effective FIRM and FBFM panels as well as information
presented in LOMRs issued since the effective date of the FIRM, including the modifications described
in this LOMR. Before publishing the revised panels and FlS report, we will issue preliminary copies for
review by your community. To ensure that we provide your community with the most up-to-date
information possible, we request that your community review the effective FIRM and FBFM panels
referenced above and the effective FIS report to determine if any additional changes are warranted.
Examples of possible changes include updates to corporate limits, new streets within or adjacent to
designated SFHAs, and revised floodway boundary delineations.

To assist us in processing the revised FIRM and FIS report in a timely manner, we request that your
community submit changes within 30 days of the date of this letter. We will review all information
received during this 30-day period and incorporate it as appropriate into the preliminary copies of the
revised FIRM and FlS report, which are scheduled to be delivered for review in 4 months.

The floodway is provided to your community as a tool to regulate floodplain development. Therefore,
the floodway modifications described in this letter, while acceptable to FEMA, must also be acceptable
to your community and adopted by appropriate community action, as specified in Paragraph 60.3(d) of
the NFlP regulations,
