AIIIong these objections arel <br /> <br />1. The power objective and the flood control objective <br />are direct opposites and cannot be realized on a <br />basie ot equalit:r. Flood control is for the purpose <br />of getting rid of flood water safely but as quickl:r <br />as possible. Power reservoirs are tor the purpose ot <br />saving tlood waters tor use IIIaD1 months later. <br /> <br />2. Such a large aIIIOunt of valuable storage space gen- <br />erallJ' is devoted to power that the r.....-1n-lng capac- <br />ity is not sufficient to af'ford complete prot~ctlon <br />against floods. <br /> <br />.3. A large aJIOunt of Datural valley storage space is <br />destroyed by the permanent lakes necesll817 for <br />power. <br /> <br />4. The permanent lakes needed for power speed up and <br />increase the crest heights of floods. <br /> <br />5. Multi-purpose dams are more costly to build per <br />acre foot of net flood storage than dry retarding <br />basins, cause great loss of crop production through <br />destruction ot rich farm lands, and in many locali- <br />ties will graduallT lose their capacity through silt <br />deposits. They also cause a lI8.jor disruption ot the <br />economic and socW life of the community, and fre- <br />quently destroy a considerable part of the local tax <br /> <br />revenues. <br /> <br />6. Th. teJIlptation is alweys present to divert essential <br />flood control storage spe.ce to power production. <br /> <br />7. The flood control protection aftorded 16 not auto- <br />matic. <br />
