<br />Appendix B <br />Glossary and <br />Abbreviations Index <br /> <br />The terms highlighted in the paragraphs that <br />follow are commonly encountered during the <br />processing of appeals, revisions, and <br />amendments to NFIP maps. <br /> <br />An Amendment is a change to an effective NFIP <br />map that results in the exclusion from the <br />Special Flood Hazard Area (SFHA) of an <br />individual structure or a legally described parcel <br />of land that has been inadvertently included in <br />the SFHA (i .e., no alterations of topography have <br />occurred since the date of the first NFIP map that <br />showed the structure or parcel to be withi n the <br />SFHA). <br /> <br />An Appeal is a formal objection to proposed <br />BFEs, submitted by a community or individual <br />resident during the 90-day appeal period, that is <br />based on data that show the proposed base <br />flood elevations are scientifically or technically <br />incorrect. <br /> <br />The Base Flood is the flood that has a l-percent <br />probability of being equaled or exceeded in any <br />given year (also referred to as 1 OO-year flood). <br /> <br />The Base Flood Elevation (BFE)is the height of <br />the base flood, usually in feet, in relation to the <br />National Geodetic Vertical Datum of 1929, or <br />depth of the base flood, usually in feet, above <br />the ground surface. <br /> <br />The Chief Executive Officer (CEO) is the official <br />of a community who is charged with the <br />authority to implement and administer laws, <br />ordinances, and regulations for that community. <br /> <br />The Code of Federal Regulations (CFR) is the <br />codification of the general and permanent rules <br />published in the Federal Reqister by the <br />Executive Departments and agencies of the <br />Federal Government. NFIP regulations are <br />printed in Parts S9 through 77 of Title 44 of the <br />CFR. <br /> <br />A Conditional Letter of Map Revision (CLOMR) is <br />the Federal Emergency Management Agency's <br />comment on a proposed project that would <br />affect the hydrologic and/or hydraulic <br />characteristics of a flooding source and thus <br />result in the modification of the existing <br />regulatory floodway or effective BFEs. <br /> <br />An Effective Map is the latest NFIP map issued by <br />FEMA, which is in effect as of the date shown in <br />the title box of the map as "Effective Date," <br />"Revised," or "Map Revised." <br /> <br />An Encroachment is construction, placement of <br />fill, or similar alteration of topography in the <br />floodplain that reduces the area available to <br />convey floodwaters. <br /> <br />The Federal Emergency Management Agency <br />(FEMA) is the independent Federal agency that, <br />in addition to carrying out many other <br />responsibilities, oversees the administration of <br />the National Flood Insurance Program. <br /> <br />The Federal Insurance Administration (FIA) is the <br />component of FEMA that has direct <br />responsibilities for administering the National <br />Flood Insurance Program <br /> <br />The Federal Reqister is the document published <br />daily by the U.S. Government, that presents <br />regulations and legal notices issued by Federal <br />agencies. <br /> <br />The Final Elevation Determination is the final <br />determination of BFEs made by the <br />Administrator of FIA after the 90-day appeal <br />period has ended and all appeals have been <br />resolved. Final BFE determinations are <br />published in the Federal Reqister. <br /> <br />The Flood Boundary and Floodway Map (FBFM) <br />is the floodplain management map issued by <br />FEMA that depicts, on the basis of detailed <br />analyses, the boundaries of the 100- and SOO- <br />year floodplain and the regulatory 100-year <br />floodway. <br /> <br />B-1 <br />
