If the required supporting data, fee, or fee
waiver have not been provided, FEMA will send
a letter to the person who submitted the
request. The letter will be accompanied by a
checklist that identifies any basic. supporting
data that the requestor has not submitted,
including the initial fee, if applicable. Until the
Tequested data and/or fee are submitted, FEMA
will not undertake a detailed review of the
request and will not take any further action
concerning the request.

If FEMA determines from its preliminary review
that the basic supporting data have been
provided and that either the required initial fee
has been provided or it is appropriate to waive
the fee requirement, FEMA will acknowledge
receipt of the request by letter. The
acknowledgment letter will inform the
requestor of the amount of time FEMA will need
to complete a detailed review of the request and
supporting data.

After completing its detailed review, FEMA will
inform the requestor by letter of any additional
supporting data that must be submitted. Again,
no further action will be taken on the request
until the required supporting data are received.
Also, depending on the complexity of the
request, FEMA may incur review costs that
exceed those covered by the initial fee. When
the total review costs are expected to exceed
$1,500 ($SOO for cases involving fill only), FEMA
will inform the requestor in writing and suspend
the processing of the request until the requestor
provides written authorization to proceed.

Once all the required data and/or the
authorization have been provided, FEMA will
complete the review and make a determination
concerning the effects of the proposed
modifications. If the review costs exceed those
covered by the initial fee, FEMA will send the
requestor an invoice letter that requests the
additional fee required. Until the requested fee
is submitted, a letter stating the conditional
determination will not be sent.

Once it receives the additional required fee,
FEMA will issue either a CLOMR, which describes
the changes that could be made to the FIRM
and/or FBFM after the proposed modifications
are complete, or a letter that explains why FEMA

could not recognize the effects of the proposed
modifications if those modifications were
completed as planned.

34
