<br />INTERPRETATION A~D USE OF FLOOD DATA <br /> <br />del i nea ted as an area of s ta te i nteres t a s set forth in H. 5. 1041 -- the St~ te' s <br />land use bill. <br /> <br />Flood Frequency and Discharqe <br /> <br />The 10-, 50-, 100- and SOO-year flood events were used as the flood frequencies <br />for this floodplain analysis. ThuS, the data deyeloped in this report will <br />be compatible not only for regulation purposes and Colorado H.B .1041desig- <br />nations, but also for Federal Insurance Administration flood i nsurancerate <br />studies. Thes€ Yarious f100d events have an average occurrence of once in <br />the number of years as indicated. For example, the lOa-year flood occuro, on <br />the average, once 1n a laO-year period, and has a one-percent chance of being <br />equalled or ex~eeded in any given year. <br /> <br />500-year FlOOd Event <br />The 50C-year flood event is useful in making the public aware th~t floods <br />larger than the laO-year flood can and do occur. Just because a person is living <br />above the lOa-year flood boundary does not mean that he is completely safe from <br />flooding. The 500.year flood event can also be used for regulating high risk <br />developments within the flOOdplain such as nuclear power plants, or the storage <br />or manufacture of toxic or explosive materials. <br /> <br />IO-year and 5Q-year Flood Events <br /> <br />Tables 4 and 5 list the discharges and water surface elevations for the 108, 50-, <br />100-, and SOO-year flood events at selected reference points along the Mancos <br />River and Chicken Creek, respectively. <br /> <br />The particular uses for the flood events in addition to those stated above <br />are as follows: <br /> <br />Information regarding these lo~er frequency floods is especially useful for <br />future engin~er1ng studies and land use planning purposes related to minor <br />road systems, minor Channel improvc:oents. the location of parks and recreational <br />facilities, agricultural lands, and appurtenant structures. For structures <br />~nd uses of this type on the s~~11er tributaries and in areas where the nigh <br />risk of structural failure is economically feasible and the hazard to life <br />and property nonexistent, the use of the lower frequency floods may be considered. <br /> <br />FlOOded Areas <br /> <br />100-yearFloodEvent <br /> <br />The lOO-yearfrequency flood has been selected by the State of Co lorado as the <br />fl~Od event to be used for floodplain delineation ~nd regulation. Thus the <br />Flooded Area plates shoYionly the bounda.ry of the 100-yearfloodp lain. Since <br />the base map for the Flooded Area plates is a 2' contour map, the outlines of <br />the otner flood events, 10., 50-, and 500-year, can be readily plotted,using <br />the inforf1\ation inTables4and5. <br /> <br />The lOa-year flood event may also be used for engineering design purposes <br />where a lower risk of failure than the 10- or 50-year flood is desired. <br />However, the most important use of the lOO-year flood event lies in floodplain <br />designation and land use regulation as set forth in the state sta. tutes. The <br />State of Colorado considers the 100_yearfrequency flood as the flood event <br />to be used in designing and protecting structures and dwellings for hU~Qn <br />occupation. Therefore, all floodplain regulation, are based upon the laO-year <br />flood. Also, the cirea which would be inundated by the lOO-year flood may be <br /> <br />01 ates 3 _ 5 snow the flooded areas ~ 1 on9 the Mancos Ri ver.
