Bcothe <br />Colorado Housing, Inc. <br />1000 North 9th - Suite 9 <br />Grand Junction, Colorado 81501 <br /> <br />Dear Ms. Boothe: <br /> <br />Pursuant to your request on behalf of the Housing Authority <br />of the county of Delta, we have made an analysis of the flood hazard <br />for a short reach of Minnesota Creek in a recently annexed subdi- <br />vision in the town of paonia, Colorado. <br /> <br />The USGS quad map and the detailed topographic map at 2 foot <br />contour interval, furnished by your office, were supplemented by <br />aerial photographs and Forest Service base maps in our analysis. <br />Cross sections and stream prOfiles were taken from the detailed map. <br />No field surveys were conducted nor considered necessary for this <br />study. <br /> <br />The lOO-year discharge was estimated by two regional methods <br />and comparisons were made ",ith previous studies for other reaches <br />in the North Fork basin. A peak discharge of 1,750 cfs was selected <br />as representative of the lOa-year frequency flood. <br /> <br />The water surface elevations at selected cross sections were <br />computed utilizing the HEC-2 Water Surface Profiles computer program <br />developed by the U. S. Army Corps of Engineers. Several computer <br />runs were made to test the sensitivity of various changes in the <br />input variables. It was found that the flood elevations did not <br />significantly change due to changes in assumed discharge or channel <br />roughness coefficients. <br /> <br />The details and results of our analysis are shown on the attached <br />materials, which include a flooded area map, water surface profiles, <br />cross sections, tables of flood elevations, and ~upporting calcula- <br />tions. In summary, it appears that a significant portion of the <br />proposed site identified on the map is not within a floodplain. <br />
