Grieb, Director 6060 Broadway Denver, Colorado 80216 (825.1192) January 17, 1983 Mr, Bill Stanton Colorado Water Conservation Board 823 State Centennial Building 1313 Sherman Street Denver, CO 80203 COLORADO WATER CO:-.JSERVATION BO,lI.RD Dear Bill: We have reviewed the Preliminary Draft of the Flood Hazard Mitigation Plan for Colorado and have certain comments, The activities proposed in the plan would impact wildlife resources throughout the' state and specifically on a number of Division-owned or controlled properties. On many of our wildlife areas we encourage flood flows to produce wild- life habitat, We are concerned when buildings, wells, raceways, dwell- ings, and appurtenant facilities are located in flood plains, The summarized information we previously submitted accurately depicts the primary involvement of the Division of Wildlife in flood plain management. Any systematic development of a statewide flood plain management plan should include wildlife concerns and we should be directly involved in the development of these concerns. It.is particularly important that any designation of responsibilities by another agency to the Division of Wildlife would require lead time for budgetary planning and approval before it could be carried out. We assume that an agency such as the Colorado Water Conservation Board would be designated the lead agency for the development of a flood hazard mitigation plan, including guidelines, procedures, and mapping, As you know, we developed our own plans for dam inspections, safety, and evacuation in case of disaster which could be part of your master plan. We can probably inspect, map, survey, et cetera, the areas for which we have the primary responsibility with only g~u~t.al guidarJ.ce and assistance i.L-om yuu. ,We have certain specific comments on the Preliminary Draft: ! Page 34. The Colorado Water Conservation'Board administers the "minimum stream flow program" with the assistance and recommendations of this Division.
