Grieb, Director <br />6060 Broadway <br />Denver, Colorado 80216 (825.1192) <br /> <br />January 17, 1983 <br /> <br />Mr, Bill Stanton <br />Colorado Water Conservation Board <br />823 State Centennial Building <br />1313 Sherman Street <br />Denver, CO 80203 <br /> <br /> <br />COLORADO WATER <br />CO:-.JSERVATION BO,lI.RD <br /> <br />Dear Bill: <br /> <br />We have reviewed the Preliminary Draft of the Flood Hazard Mitigation <br />Plan for Colorado and have certain comments, The activities proposed <br />in the plan would impact wildlife resources throughout the' state and <br />specifically on a number of Division-owned or controlled properties. <br />On many of our wildlife areas we encourage flood flows to produce wild- <br />life habitat, We are concerned when buildings, wells, raceways, dwell- <br />ings, and appurtenant facilities are located in flood plains, The <br />summarized information we previously submitted accurately depicts the <br />primary involvement of the Division of Wildlife in flood plain management. <br /> <br />Any systematic development of a statewide flood plain management plan <br />should include wildlife concerns and we should be directly involved in <br />the development of these concerns. It.is particularly important that any <br />designation of responsibilities by another agency to the Division of <br />Wildlife would require lead time for budgetary planning and approval <br />before it could be carried out. We assume that an agency such as the <br />Colorado Water Conservation Board would be designated the lead agency for <br />the development of a flood hazard mitigation plan, including guidelines, <br />procedures, and mapping, As you know, we developed our own plans for <br />dam inspections, safety, and evacuation in case of disaster which could <br />be part of your master plan. We can probably inspect, map, survey, et <br />cetera, the areas for which we have the primary responsibility with only <br />g~u~t.al guidarJ.ce and assistance i.L-om yuu. <br /> <br />,We have certain specific comments on the Preliminary Draft: <br /> <br />! <br /> <br />Page 34. The Colorado Water Conservation'Board administers the "minimum <br />stream flow program" with the assistance and recommendations of this <br />Division.
