Willialll M(:Donald
Director

TO: Dave Walker, Deputy Director

FROM: Larry F, Lang

DATE: January 27, 1983

SUBJr:;c~r: I"unding for Publishing Stanton's
Estes Park Mitigation Report

'rhe subject report is in the final phases of formula-
tion and typing. Bill has intended to me that Pat Byrne desires
to pass out the report to different agencies, including the
Governor's office, interested state and federal government offi-
cials and legislators, The report does address many flood
related matters and offers new opportunities in floodplain man-
agement, Since publishing the report costs money, I have the
following recommendation,

Our Year 3 SAP Application was formulated using an
indirect cost rate of 12.0 percent, The actual rate is 9,86 per-
cent which provides the program with $984.00 extra monies,
Mr. Russ Wilder has adv ised me that these funds Carl be used for
authorized Year 3 tasks, My budgeting of these extra funds will
include the following tasks:

1. $600 to aid in sending a second person to partici-
pate in the annual meeting of the ASFPM at
Sacramento, California on April 26-29, 1983,

2. $384 to be paid for the publishing of Stanton's
Estes Park Report.

~ask No. 1 is an approved Year 3 SAP activity; however,
Task No.2 will require FEMA's approval which I feel can be
secured.

Dave, any additional concerns? Should we go for it?
ou have another source of funding where we could obtain the
needed to publish the EsteS Park Report?

c~,~
4)6

/~ - . ">
