MEMORANDUM

COLORADO WATER CONSERVATION BOARD
J. William McDonald
Director

TO: Bill McDonald
David Walker
Larry Lang

FROM: Bill Stanton L~

DATE: January 18, 1983

SUBJECT: Flood Hazard Mitigation Plan

The status of the mitigation plan is as follows:

Last Friday (1/14/83) a meeting with the Governor (as set up
by Pat Byrne) was held to brief the Governor on the plan and
provide him with a revised draft similar to the attached. All
comments from state agencies on the first draft and received by
the deadline were included in the revision.

The Governor scanned the plan while the letter of transmittal
was re-typed on his stationary. He then signed the letter. (Pat
Byrne still has it.)

This Friday is the 180 day deadl ineJ and at that time I
intend to deliver one copy of the plan to Alton Cook, FEMA
Regional Director. I am now making last minute corrections and
cleaning up the drawings as time permits.

Late review comments allegedly sent from the Division of
wildlife have not been received or included and we are still
trying to track them down.

The plan to be delivered to FEMA will not have the benefit of
comments from any of you which, I think you will agree, is
unfortunate. By necessity the report had to address "critical
issues" which could be considered as highlighting deficiencies in
existing state programs or as opportunities for improvement,
depending on one's point of view. I hope the press does not find
anything too sensitive that will embarrass the state.

At least 40 copies of the plan are needed for distribution to
various federal, state and local agencies. I estimate the cost to
do this through Quick Copy will be about $230. Do you have any
suggestions?

601
JWM/DW/LL

,
