<br />FEMA established a 16-day
<br />incident period for the disaster,
<br />meaning that eligibility for Stafford
<br />Act assistance was limited to flood
<br />damages that occurred during the
<br />period beginning on July 28 and
<br />ending on August 12,1997. A
<br />disaster field office (DFO) was established in Fort Collins by FEMA immediately after the federal declaration to
<br />serve as a central location for managing Stafford Act programs and other federal assistance to all declared
<br />counties. A Federal Coordinating Officer (FCO) was appointed to coordinate federal disaster assistance
<br />programs and the Director of the Colorado Office of Emergency Management was appointed as the State
<br />Coordinating Officer (SCO) to direct state recovery activities.

<br />Eventually, another 10 eastern
<br />counties were added to the
<br />declaration for public assistance
<br />only (repairs to roads, bridges and
<br />other infrastructure): Kiowa,
<br />Crowley and Weld (8-18-97);
<br />Saca and Otero (8-20-97); Clear
<br />Creek and Phillips (8-21-97);
<br />Elbert (8-26-97); and Lincoln and
<br />Prowers Counties (9-5-97),
<br />Additionally by virtue of the federal
<br />declaration, each of the state's 63
<br />counties became eligible for
<br />assistance under FEMA's Hazard
<br />Mitigation Grant Program.
