He receives input from the county <br />engineer, building inspector, and health official. <br />Where large developments are involved, and there have <br />been very few, the CWCB is asked to review for flood <br />potential and mitigation. The Land Use Administrator <br />has developed a permit form that highlights the flood <br />problem (see attached copy). <br /> <br />B. Problems with Program Implementation <br /> <br />Al though Mr. Schulz has made substantial headway in <br />recently putting in place an ordinance upgrading the <br />County's "a" and "b" resolutions, it needs additional <br />changes to suffice even for 60.3 (b) compliance. He <br />seemed open to my suggestions to improve the ordinance, <br />although he's understandably unenthusiastic about <br />bringing further changes before the County Board of <br />Commissioners so soon after introducing his June 1983 <br />amendments. <br /> <br />A major camping facility - Fun Valley - located on the <br />south fork of the Rio Grande, just downstream from <br />Mineral County, appears to be at very serious risk from <br />flash flooding. It includes a hotel, concession stands, <br />rental trailers, maintenance buildings and a sewage <br />treatment plant. The facility predated our FHBM, but <br />seems to be undergoing some expansion. Mr. Schulz is <br />not aware of the existance of any warning or evacuation <br />preparations. There is a fairly large drainage <br />upstream, creating the potential for "Big Thompson" type <br />occurrences resulting from summer storms. <br /> <br />III. Mapping <br /> <br />Adequate data appears to be available to support <br />conversion to the Regular Program based on existing <br />data. Cross sections were taken both upstream and <br />downstream of Del Norte and Monte Vista well into the <br />unincorporated portions of Rio Grande County. In <br />addition, the SCS has recently completed a study of the <br />third potentially developable area of the County around <br />the unincorporated community of South Fork. <br /> <br />IV. Insurance and Banking <br /> <br />One insurance agency Dell's Insurance - located in <br />nearby Alamosa, handles most of the flood insurance <br />policies throughout the San Luis valley. Thus, they <br />have developed a great deal of expertise in flood <br />insurance and act as a resource to other agents in the <br />
