INTRODUCTION <br /> <br />This permit is for the regulation of stormwater runoff from construction activities. The term "construction activity" <br />includes clearing, grading and excavation operations. "Stormwater" is precipitation-induced surface runoff. This <br />Rationale will explain the background of the Stormwater program, activities which are covered under this permit, how to <br />apply for coverage under this permit, and the requirements of this permit. <br /> <br />A Chan~es in this General Permit <br /> <br />Several notable changes from the previous General Permit for Construction Activities have been incorporated into <br />this permit. These changes are listed below: <br /> <br />1. Only original signatures on completed application forms will be accepted for processing. Faxed applications <br />will not be accepted. <br /> <br />2. No annual report is required under this permit. This requirement has been eliminated from the previous <br />permit. <br /> <br />3, The frequency of required inspections of the stormwater management system will vary under this pennit <br />relative to conditions at the site. Alternate frequencies are in place for completed sites and sites where <br />winter conditions exist. Refer to Part 1. C.6 of the permit for more details. <br /> <br />4. The description of what constitutes final stabilization at a site has been expanded to include a na"ative <br />description, in addition to the numeric standard. Refer to Part I.BA of the permit for more details. <br /> <br />1l. BACKGROUND <br /> <br />As required under the Clean Water Act amendments of 1987, the Environmental Protection Agency (EPA) has established <br />a framework for regulating municipal and industrial stormwater discharges. This framework is under the NatioTUlI <br />Pollutant Discharge Elimination System (NPDES) program (Note: The Colorado program is refe"ed to as the Colorado <br />Discharge Permit System, or CDPS, instead of NPDES). The Water Quality Control Division ("the Division ") has <br />stormwater regulations (5CCR 1002-2,6.1.0) in place.
