Summary of Responsibilities <br />NFIP regulations require a community to designate an official with <br />the responsibility, authority, and means to implement the ordinance they <br />have adopted in compliance with NFIP, The designation of an adminis, <br />trator is incorporated into the text of the model ordinance in the <br />Appendix, <br />Fair administration is the key to a successful permit system, To <br />ensure fair administration, the person selected as the administrator <br />must have basic knowledge of construction and must understand the <br />NFIP, He/she must also have the support of the local governing body. <br />Oftentimes, particularly in small communities, the position of flood- <br />plain administrator is part-time, The administrator may also be the build, <br />ing inspector, zoning administrator, or clerk, When the floodplain <br />administrator cannot devote full-time to the job, he/she is in special <br />need of the cooperation and support of all other community officials <br />and departments in implementing the floodplain ordinance, <br />In large communities the administrator may have to coordinate with <br />various departments and divisions, Some of these agencies may be <br />unaware of the community's flood hazards, of the NFIP, or even of the <br />concept of floodplain management. Interagency coordination can be a <br />major aspect of the floodplain administrator's job, <br />The local floodplain administrator's job is not an easy one, If he/she <br />has questions or problems, technical assistance is available from the <br />CWCS Floodplain Management Section, 1313 Sherman, Room 721, <br />Denver, CO 80203.
