<br />H. Floodway Revisions Made Independendy of Appeal or <br />Map Revisions <br />The following data must be submitted: <br />1. Engineering analysis for the revised f1oodway, performed accord- <br />ing to the following steps: <br />a The original hydraulic computer model used to develop the <br />existing BFE's should be notified to include all encroachments <br />that have occurred in the floodplain since the existing flood- <br />way was developed, <br />b, The floodway analysis should be performed with the modified <br />computer model using the desired floodway limits. <br />c. The floodway limits should be set so that the combined <br />effects of the past encroachments and the new floodway <br />limits do not increase the effective BFE's by mote than the <br />amounts allowed by FEMA and the State, <br />2, Delineation of the revised floodway on a copy of the effective <br />NFIP map, <br /> <br />(, <br />....-. <br /> <br />I. General Technical Guidance <br />When developing technical supporting data, requestor's should con- <br />sider the following points: <br />. All analyses and data submitted by the requestor must be certified <br />by a registered professional engineer or licensed land surveyor, <br />. Input and output data from the original hydraulic computer model <br />may be requested through the FEMA Regional Office in Denver, <br />. FEMA policies concerning floodway revisions based on changes in <br />fiood discharges or the effects.of earth-fill levees or other struc- <br />tures are the same and those outlined for Map Revisions. <br /> <br />J. Floodway Revision Procedures <br />As explained earlier, a request for a f100dway revision may be part of <br />either an Appeal or a Map Revision that results in changes to BFE's, or <br />may be submitted independently as a Protest or a Map Revision <br />request that involves only the f1oodway. A request for a floodway revi- <br />sion that is part of an Appeal or a Map Revision request will not be ac- <br />knowledged separately, Requests that involve only the floodway will be <br />acknowledged by letter to the community, <br />If it is part of an Appeal or Map Revision, the request will be <br />reviewed and resolved, <br />If the request invoives changes to the floodway only, FEMA will <br />review the request and the supporting data submitted with it. If any <br />questions or problems arise during this review, FEMA will work with the <br />community, the designated community official, or the requestor to <br />resolve them, <br />If FEMA determines that additionai data are required to support the <br />request, these data wili be requested by letter, The letter will be sent to <br />the community, If appropriate, a copy will be sent to the designated <br />community official. To avoid spending time reviewing poorly documented <br />requests, FEMA allows 30 days for the community to provide the <br />requested data, If the data are to provided within the aliotted time, <br />FEMA will complete the review using the data originally submitted, If the <br />requested data are provided, FEMA will consider them in the review, <br />After reviewing all the supporting data, FEMA will determine whether <br />the request is warranted, The action taken by FEMA at this point will <br />depend on whether the request was submitted as a Protest or as a <br />request for a Map Revision. <br /> <br />c <br /> <br />K. Protests <br />If no revision is warranted, FEMA will inform the community by letter <br />that the request is denied, If a revision is warranted, the revised flood- <br />way will be incorporated into the map at the time it is priMed and <br />before it becomes effective, The revised floodway data will be incor- <br />porated' into the FIS report at the same time, <br /> <br />t <br /> <br />L. Map Revision <br /> <br />If no revision is warranted, FEMA will inform the community by letter <br />that no further action will be taken until adequate supporting data are <br />provided, <br />34 <br />
