A complete and up-to,date copy of the fioodplain ordinance, the <br />flood map (FHBM or FIRM), and the Flood Insurance Study (FIS), <br />If the FIS has not been completed, the community should obtain <br />and maintain the best flood hazard data available for the area and <br />use it in regulating floodplain development. <br />B, A record of the elevation of the lowest floor (including the base' <br />ment) of all new or substantially improved structures in the Spe- <br />cial Flood Hazard Area, For flood proofed structures, there must <br />be a record of the elevation to which they have been flood- <br />proofed, Local floodplain administrators must require deveiopers <br />to complete the Postconstruction Elevation Certification form in <br />the Appendix to meet this NFIP requirement. <br />C, A project file for each development permit application, This file <br />should contain; <br />, A copy of all permit applications, <br />- A copy of the perm it review checklist. <br />- Copies of all pertinent correspondence relating to the project, <br />- Any variance or appeals proceedings, <br />- Documentation of inspections of the development, <br />- Base flood elevation data for subdivisions of 5 acres, 50 lots, or <br />larger, <br />- Preconstruction certification forms for floodproofing, and <br />postconstruction certification forms indicating the lowest floor <br />elevation of all structures, and <br />- A copy of the certificate of occupancy, where applicable, <br />D, A file for the Biennial Reports that must be submitted to the <br />Federal Emergency Management Agency every two years, The <br />local floodplain administrator may want to keep the following <br />information in this file: <br />- Copies of previous biennial Reports, <br />, A running total of permits and variances granted in the flood <br />hazard areas, <br />- Maps of new annexations or other boundary changes, <br />, Maps of new streets or roads, including bridges and culverts, <br />, Census data, and <br />- Records of any major natural or man-made changes affecting <br />flooding patterns, <br />The Biennial Report will be easy to complete if this information is <br />readily availabie in one place, <br /> <br />21 <br />
