<br />FLOOD INSURANCE STUDY <br />TOWN OF PALISADE, MESA COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study revises and updates a previous Flood <br />Insurance Study/Flood Insurance Rate Map for the Town of Palisade, <br />Mesa County, Colorado (Reference 1). This information will be used <br />by the Town of Palisade to update existing floodplain regulations <br />as part of the Regular Phase of the National Flood Insurance <br />Program (NFIP). The information will also be used by local and <br />regional planners to further promote sound land use and floodplain <br />development. <br /> <br />In some states or communi ties, floodplain management cri teria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authori ty <br />National Flood Insurance <br />Protection Act of 1973. <br /> <br />for this <br />Act of <br /> <br />Flood <br />1968 <br /> <br />Insurance <br />and the <br /> <br />Study are the <br />Flood Disaster <br /> <br />The hydrologic and hydraulic analyses for the initial study were <br />performed by the U.S. Army Corps of Engineers (COE), as reported in <br />the Flood Hazard Information Reoort. Colorado River. Palisade. <br />Colorado (Reference 2). The initial Flood Insurance Study was <br />completed in March 1985 by Dames & Moore using detailed study data <br />from the COE report. <br /> <br />The hydrologic and hydraulic analyses for this restudy were <br />performed by J. F. Sato and Associates, Inc., for the Federal <br />Emergency Management Agency (FEMA), under Contract <br />No. EMW-89-C-2838. This work was completed in June 1990. <br /> <br />1.3 Coordination <br /> <br />On June 9, 1988, an initial consultation and coordination (CCO) <br />meeting for the restudy of the flooding from the Colorado River was <br />held in Palisade. This meeting, attended by representatives of the <br />Town of Palisade, FEMA, the Colorado Water Conservation Board <br />(CWCB), and the study contractor, was held to discuss the nature <br />and purpose of the study and the scope and limits of work. <br /> <br />On March 19, 1991, the town was provided with the Flood Insurance <br />Rate Map which represented the results of the June 1990 study. The <br />town accepted this study by letter on August 6, 1991. <br />
