<br />,:;-- --.... <br /> <br />Mr. Curt Parker <br />May 12, 1998 <br />Page two <br /> <br />4) The proposed floodway analysis utilized equal reduction in conveyance capacity <br />on both sides of the channel. <br />5) The proposed floodway analysis ties in to the FEMA floodway analysis at the <br />upstream and downstream ends of the analysis. <br />6) The proposed floodway analysis shows a much narrower floodway than the <br />FEMA floodway in the vicinity ofthe Harr residence. <br />7) In the vicinity of the Harr residence the contour map shows a poorly-defined <br />channel with two, and sometimes three, low points within individual cross- <br />sections. There is not always a single obvious location to draw the stream <br />centerline for purposes of hydraulic analysis. The result is that the proposed <br />floodway leaves out some low areas between the Harr residence and the proposed <br />northern boundary of the floodway. I do not believe there is any clear "right" or <br />"wrong" alignment for the floodway in this particular stream reach. <br /> <br />I have discussed these concerns on the telephone with Mr. Bill Mitzelfeld of Scott, Cox & <br />Associates. I do not believe that any of the concerns would necessitate any change to the <br />report.
