<br />Protectin2 Utilitv Svstems, Damage to utility systems is one of <br /> <br /> <br />the most common losses suffered by homeowners during flooding. <br /> <br /> <br />Fortunately, the protection of utility systems is also one of the <br /> <br /> <br />easiest and least expensive steps in retrofitting. <br /> <br />Elevation is the most effective mechod <br /> <br />to exterior utilities, <br /> <br />Business and home <br /> <br />of preventing <br />owners should <br /> <br />flood damage <br />consider the <br /> <br />possibility of raising the entry point of utility services. An example <br /> <br /> <br />of entry point relocations is moving the main electrical switch boxes <br /> <br /> <br />and main gas/water connections above the level of the June 1990 flood. <br /> <br />Emolovin2 Miscellaneous Technioues, A few other flood proofing <br /> <br /> <br />techniques which do not fit the above categories ~ave been developed, <br /> <br /> <br />One unique technique is to build a structure on pontoons or a barge- <br /> <br />type foundation so that the structure floats during a flood. In this <br /> <br /> <br />case, all land-based supporting facilities, and ,utilities would have <br /> <br /> <br />flexible line cot}nections, Ani;>ther technique is' to wrap a structure <br /> <br /> <br />in plastic sheeting, The Corps has conducted some research in <br /> <br /> <br />perfecting a quick method of wrapping houses with plastic sheeting. <br /> <br /> <br />Although this method takes time to implement, it has been used <br /> <br /> <br />successfully and offers an inexpensive ,alternative for the property <br /> <br /> <br />owne;, particularly those that have' houses with slab ongrade <br /> <br />". ... ~ <br />foundations. This method may not be sui:table for Platte 'Center, <br /> <br /> <br />however, because of che short warning time prior to flooding. <br /> <br />PUBLIC ACQUISITION OF THE' FLOOD PLAIN AND PERMANENT FLOOD PlAIN <br />EVACUATION (RELOCATION) <br />This measure consists of permanenc evacuacion of structures from <br />the flood plain using either public or."privace funds or both. <br />- <br />Evacuation consists of either demolishing the existing structures and <br /> <br />replacing them wich new construction in nonflood-prone areas or <br /> <br />32 <br />
