It <br />should be noted that flood insurance rate maps and damages <br />from a dam failure are usually not included Ln a flood plain <br />study. The flood insurance map ror Estes Park is Attacnment <br />J. <br /> <br />Last year, at the request of the Colorado water Conservation <br />Board, the State Engineer Ldentified dams in need or <br />rehabilitation. Tneywere included in your proposal for a <br />capital investment budget. A copy of tnis investment budget <br />and plan is Attachment K. The owner of eacn racLlity listed <br />has been contacted about the ract that dam rehabilitation <br />runds may be available. Tne ~ater Board, and later the <br />legislature, set a goal of using about one-third of the <br />Water Board Construction Fund ror dam rehabLlitation. A <br />report on the status of tnis program is Attachment~. The <br />program meets important needs and must be pushed forward. <br /> <br />Future activities: <br /> <br />A. The examination of reasons for the Lawn ~ake Dam <br />failure will continue. <br /> <br />B. The State Engineer's dam inspection program will be <br />reviewed and the activities described in this report <br />will be continued. New proposals outlined in this <br />report will be studied and where appropriate, <br />implemented. It should be noted the burden for <br />inspection must continue to fall on the dam's owner. <br />They are at the dam frequently. They watch it fill. <br />They watch it empty. They can best detect changes or <br />points of stress. <br /> <br />C. The Flood Plain Management proeram will continue within <br />budget limitations. <br /> <br />D. Tne Department will continue its work with Emergency <br />Services to help prepare emergency plans for dam <br />failures. <br /> <br />E. The capital investment plan will be pursued with owners <br />and with future legislatures. <br /> <br />F. The need for new legislation will be reviewed. <br /> <br />7 <br />
