<br />SlJ!.lMARY OF, THE NATIONAL DAM SAFETY ACT

<br />AN ACT PL 92-367 August 8, 1972

<br />Sec. 2
<br />
<br />As soon as practicable, the Secretary of the Army, acting through the
<br />Chief of Engineers, shall carry out a national program of inspection
<br />of dams for the purpose of protecting hwnan life and property.
<br />
<br />Sec. 5
<br />
<br />The Secretary shall report to Congress... on his activities under the
<br />Act, which report shall include...
<br />(1) an inventory of all dams located in the U.S.
<br />(2) a review of each inspection made, the recommendations furnished
<br />to the Governor of the State in which such dam is located, and
<br />information as to the implementation of such recommendation.
<br />(3) recommendations for a comprehensive national program for the
<br />inspection, and regulation for safety of dams in the nation, etc.
<br />
<br />The State of Colorado was requested by the caE to do the inventory and to
<br />
<br />conduct the phase I inspections because we have a viable" pam safety program and
<br />
<br />because, the Corps _dicf'notha,:,e th~ ma~p~weI:/resources :themselves to. do the job.

<br />In order to accomplish-,the work in the time frame allotted, lie requested pro-

<br />
<br />posals for and hired consulting engineers to make hazard re-evaluations for the
<br />
<br />inventory of as many dams as fiscal resources would permit. Our Field Engineer-
<br />ing Unit made the hazard re-evaluations for the balance of the structures.
<br />
<br />Dl1R hired temporary help to assist in the monumental task of transcribing
<br />
<br />information from our files and records to the caE inventory form as \"ell as locating
<br />
<br />
<br />dam owners, obtaining their addresses, physical data on the dams, etc., keypunching.
<br />
<br />update, and final data.
<br />
<br />\(e requested proposals for and hired consulting engineers to do the phase I
<br />
<br />inspection reports in accordance with the COE's guidelines and directions. \(e
<br />
<br />
<br />prepared the proposals, selected the consultants, assisted them with the files,
<br />
<br />reviewed their reports. coordinated the Corps comments in the reports, and trans-
<br />
<br />mitted the final reports to the owners with our added recommendations.
