Ir Colorado adopted the same
standard, the number at dams requiring safety evaluations
could be reduced. In most instances. low nazard dams would
be eliminated by t~is change 4n the standard,

If Colorado concentrated only on high and moderate hazard
dams, the total number at dams which would need to be
inspected annually is 569 including Federal dams.

Below is a table setting out hazard ratings tor f~d~ral and
non-federal dams,

!U:.~~

Moderate
---

Low

Total - 2.249
fur ev'-I
Using the previous calculations, 5 eng4neers would be able
to make safety evaluations for these dams annually. as well
as the other required inspections. Thus, the present staff
could do this tas~ if there w~re no other responsibilicied
added to their sChedule. The present six field engineers
would be assigned 94 dams each for annual safety
evaluations. Assuming the remaining 1,600 low hazard dams
were inspected once every five years. another 53 dams would
be added to each inspector's annual schedule for a total of
148. Secretarial, clerical, and technical support would
need to be increased. Either of the plans presented would
improve the safety of dams in Colorado. but neither would
guarantee against failures.

19 7 '-..... 3 2 7
"'524/.c
35, /l()
~."'4r_
232~6~3'37

1.605

Non-Federal

Federal

75

Total - 2129
IV~ vuf,..,

-"--~~.,

Total

1. 680

Some of the actions taken recently to improve the safety or
dams in Colorado are:

1. Using water commissioners to make inspections ot, and
file reports on, dams they v4sit.

2. Requesting dam owners with high hazard potential dams
to prepare an emergency preparedness plan. These
plans include action plans to combat dam
incidents/failures and to identify emergency officials
downstream of tneir dams, In addition. OOOES is
requesting local emergency coordinators to 4nclude the
potential tor the failure of these dams in their
plans. This project will be expanded to moderate
hazard dams if it is successrul. A mod"l i>P. was
prepared tor the owners I use.

3. A Dam Owners Safety Manual is being prepared with
funds from the NOS'. It will be distributed to all
dam owners, engineers. and others wno are interesced.

3
