ThLS memorandum reports on <br />the investigation into that failure. In addition, it reports on <br />the dam inspection activities of the state ~ngineer and two <br />related programs. the five year capital investment plan. ~bich <br />included rehabilitation of thirty-four dams and the Colorado <br />Water Conservation Board's floodplain management activ1ties. <br /> <br />~The Lawn Lake failure raises continuing, perplexing and <br />troublesome questions about how our cLtizens can be protected <br />from future flooding and how capital can be made available to <br />maintain and rehabilitate the many dams in this state, built in <br />many instances before and around the turn of the century, that <br />are so vital to the life and welfare of our citizens, These <br />questions have become more acute in recent years as a result of <br />rapid urbanization in many areas of the state, <br /> <br />The activities reported on in thLs memorandum describe what I <br />believe to be very substantial progress in addressing taese <br />questions. "However, much remains to be done. <br /> <br />I. Attachment A is an inspection report showing the status of <br />the Lawn Lake investigation by the State Engineer's <br />Office. It contains findings about the reseryoir. several <br />conclusions. and recommendations for further work. State <br />officials began their stage 2 data gathering today. <br />Attachment B describes the work to be done. <br /> <br />r. <br />'-''''' <br /> <br />II. This portion of tne report describes the State Engineer's <br />dam inspection program and responds to questions in your <br />memorandum of July 16.
