The Owner reserves the right to award the Contract at any time within ninety <br />(90) days from the date of the opening of Bids uniess otherwise specified in the special Contract <br />Conditions, The Owner funher reserves the right to reject any and all bids and waive any and <br />al1 informalities, and the right to disregard all nonconforming or conditional Bids or counter <br />proposals, <br /> <br /> <br />In evaluating Bids, the Owner will consider the qualifications of the Bidders, whether or not the <br />Bids comply with the prescribed requirements, and alternates and unit prices if requested in the <br />Proposal forms. It may consider the qualifications and experience of Subcontractors and other <br />persons and organizations (including those who are to furnish the principal items of material or <br />equipment) proposed for those portions or the Work as to which the identity of Subcontractors and <br />other persons and organizations must be submitted as specified on the Proposal Form. It may <br />conduct such investigations as it deems necessary to establish the responsibility, qualifications and <br />financial ability of the Bidders, proposed Subcontracts and other persons and organizations to do <br />the Work in accordance with the Contract Documents to the Owner's satisfaction within the <br />presenbed time. The Owner reserves the right to reject the Bid of any Bidder who does not pass <br />any such evaluation to the Owner's satisfaction, <br /> <br />If a Contract is to be awarded, it will be awarded to the lowest responsible Bidder whose <br />evaluation by the Owner indicated to the Town that the award will be in the best interests of the <br />Project, If the Contract is to be awarded, the Owner will give the apparent successful Bidder of <br />'lot ice of Award within sixty days after the day of the Bid Opening. <br /> <br />IB,l6 <br /> <br />Pre-Bid Conference Svnopsis, If a Pre,Bid Conference is held, a copy of the synopsis of the <br />meeting may be sent to all bidders. If a synopsis is sent to all bidders then all bidders are required <br />to acknowledge the receipt of the Pre-Bid Conference Synopsis by signing in the place provided <br />and including it with the Proposal when submitting the bid. <br /> <br />IB-17 <br /> <br />Time of Contract. The time of the contract shall be one hundred twenty calendar days (120) from <br />the date of the Notice to Proceed.
