<br />e <br /> <br />PART II <br /> <br />INSTRUCTIONS TO BIDDERS <br /> <br />[ <br />'" <br /> <br />II-I <br />(1723 ' 10/93) <br /> <br /> <br />These instructions constitute a part of the Contract Documents and are given for the purpose of guiding <br />Bidders in properly preparing their bids or proposals, Each Bidder shall prepare his bid or proposal in strict <br />compliance with all of the requirements of the Contract Documents and in accordance with the following <br />instructions: <br /> <br />lB,l Proposals. Each proposal must be made on the form provided in this bound eopv of the Contract <br />Documents, all of which documents must be returned in good order therewith, Each proposal <br />must be enclosed in a sealed envelope, addressed to the Town of Erie, P. O. Box 100, 645 <br />Holbrook, Erie, Colorado, 80516 showing on the face thereof the name of the Bidder and the <br />projee: name of the Proposal. <br /> <br />lB-2 OuahflcatlOns of BIdders If the Special Conditions require the Bidder to demonstrate his <br />qualifications for the Project, each Bidder must be prepared to submit within five days of the <br />Owner's request wrinen evidence of the types set forth in the Special Conditions, such as financial <br />data, previous experience and evidence of authority to conduct business in the jurisdiction where <br />the Project is located, <br /> <br />lB," <br /> <br />Filling in and Siming Proposals. Each proposal shall be legibly wrinen in ink, with all prices <br />given in figures and must cover all of the items of work called for therein and no others, All of <br />the blank spaces in the proposal fonn must be properly filled out. Each Bidder must sign the <br />propesal with his usual signature and shall give his full business address. Bids by corporations <br />shall be signed with the name of the corporation followed by the signatures and designations of <br />the President and Secretary (or other person authorized to bind it in the matter) and shall have the <br />corperate seal affixed thereto. <br /> <br />e <br /> <br />lB-4 Addenda. Bidders are required to acknowledge the receipt of all addenda by signing in the place <br />provided and including it with the Proposal when submitting the bid. <br /> <br />18,5 Acceptabilitv of Proposals, No proposal shall be accepted from and no contract will be awarded <br />to any person, linn or corporation that is in arrears to the Owner, upon debt or contract or that <br />is a defaulter, as surety or otherwise, upon any obligation to the Owner. <br /> <br />lB,6 Informal and Unbalanced Proposals. Any alternation, interlineation or erasure by the Bidder in <br />the form of the Contract Documents as originally prepared by the Engineer and anached hereto <br />shall render the accompanying proposal infonnal and may constitute cause for rejection, Proposals <br />that, in the opinion of the Owner, are unbalanced so that each item does not reasonably carry its <br />own proportion of cost or that contains inadequate or unreasonable prices for any item may be <br />rejected. <br /> <br />18-7 Onl" One Proposal Accepted, The Owner will accept only one (1) proposal for the same work <br />from anyone bidder.
