Statutory/Regula- <br />tory Comp1 iance <br /> <br />PRO STATEMENTS: <br /> <br />o The subject water and sewer lines will provide service to a planned Life Care . <br />Complex to be built immediately north of the Conejos County Hospital. The Life <br />Care Complex will provide elderly housing and services at three levels: l} <br />independent living in rental units with home health care as needed; 2) a 60-bed <br />nursing home when independent living cannot be continued; and 3) immediate acute <br />hospital care when needed. <br /> <br />o 30 new jobs will be created to service the Life Care Complex. <br /> <br />o HUD has approved a Section 202/8 grant for 26 elderly rent-assisted housing <br />units for construction at the Life Care Complex. <br /> <br />CON STATEMENTS: <br /> <br />o The water and sewer capacity expansion to be funded with this CDBG grant is for <br />the proposed 60-bed nursing home which has not yet received a "certificate of <br />need" from the State Health Facilities Review Committee. This project appears <br />premature at this time. (See comments below). <br /> <br />o The applicant's engineering consultant has indicated that the existing ~ater <br />(6") & sewer mains (8") that service the Conejos County Hospital are adequate to <br />service the Pi'oposed 26 elderly rent-assisted housing units. <br /> <br />COMMENTS: <br /> <br />o Local Priority: 1 of 1. <br />o Eligibility of activities: Eligible. <br />o Validity of National Objectives: Valid as Low/Mod Benefit. <br /> <br />o The Mennonite Health Resources (administrators of Conejos County Hospital) have <br />filed their Notice of Intent to make an application for the issuance of a , <br />certificate of need for the nursing home. The applications are due February 25, <br />1985 and the State Health Facilities Review Council has up to 180 days to make a <br />decision. The staff of the Council expects 3 other applications for nursing <br />homes to be filed from other parts of the San Luis Valley. Without the nursing <br />home, will the hospital proceed with the 26 rent-assisted units for the <br />e~derly? ~f.on1y ~he 26 rental u~its are constructed, would the water & sewer <br />11ne capac1t1es st111 need to be 1ncreased? <br /> <br />. <br />
