Project <br />makes a large impact on property values and appearances in the towns. <br />Acquisition/demolition is vital to project from a public safety and health <br />standpoint and overall project impact. <br /> <br />o The public facilities improvements would improve drainage and reduce standing <br />water following rainstorms and snowmelt. Ordway will use proceeds from 1% sales <br />tax to pave the curb-and-guttered streets. Streets and drainage are maintained <br />by 2% sales tax. <br /> <br />CON STATEMENTS: <br /> <br />o Consequences of failure to do curb and gutter were not demonstrated to be <br />serious. <br /> <br />o Neither town has engineering design or master drainage plan. Crowley does not <br />have a street improvement fund for paving or continuation of drainage program. <br /> <br />COMMENTS: <br /> <br />. <br /> <br />. <br /> <br />o Local Pri ority: 1 of 1. <br />o Eligibility of activities: Eligible <br />o Validity of National Objectives: Valid as Low/Mod Benefit. <br /> <br />o Crowley has experienced a fairly significant (12%) population decline between <br />1970-1980. Ordway, however, has had a 10% population gain over the same period. <br /> <br />o If Ordway uses force account labor and city equipment; requested amount could be . <br />reduced to $627,008. ' <br /> <br />o The housing elements of this project are rated "High." The public facilities <br />elements of this project are rated "Low." , <br /> <br />o Current CDBG rehab 9rant is approximately 25% drawn down and is on schedule <br />after initial, unavoidable delay in getting qualified administrator on board. <br />Estimated completion date is September, 1985. <br />
