PRO STATEMENTS:

o The majority of housing units in both communities are substandard. Project
makes a large impact on property values and appearances in the towns.
Acquisition/demolition is vital to project from a public safety and health
standpoint and overall project impact.

o The public facilities improvements would improve drainage and reduce standing
water following rainstorms and snowmelt. Ordway will use proceeds from 1% sales
tax to pave the curb-and-guttered streets. Streets and drainage are maintained
by 2% sales tax.

CON STATEMENTS:

o Consequences of failure to do curb and gutter were not demonstrated to be
serious.

o Neither town has engineering design or master drainage plan. Crowley does not
have a street improvement fund for paving or continuation of drainage program.

elements of this project are rated "Low." ,

o Current CDBG rehab 9rant is approximately 25% drawn down and is on schedule
after initial, unavoidable delay in getting qualified administrator on board.
