o The Town experienced significant administrative problems in carrying out a
$382,000 CDBG project funded in 1983. At the end of a 17-month contract, only 4
of the proposed 26 homes were rehabilitated (about $59,000 of budgeted $233,000
was actually expended) and little progress had been made in undertaking a
drainage project (for which $89,000 in CDBG funds had been budgeted). During
the contracted period the Town expended about $54,000 (of $60,000 budgeted) for
administration. About $1,500 of the actual administrative costs have been
disallowed. Have these administrative problems been rectified?

o Since the water quality problems were identified in September, 1984, why did the
Town not address this need with more local dollars during their budget cycle?
