The next two to three weeks are particularly important, since it is the time
in which Congress will be considering H.R. 1 on the CDBG and housing programs,
and the time in which HUD must again prepare proposed regulations for the
"Small Cities" program. If you agree that the regul ations proposed by HUD
will adversely affect the state's CDBG program, please put your comments in
writing to Secretary Samuel Pierce, Department of Housing and Urban
Development; 451 7th Street, SW, Room 7100; Washington, D.C. 20001. We
recommend that your comments consider:

The differences in requirements which should be considered, especially
in certifications and assurances by all applicants, between
entitlement cities that are guaranteed a CDBG grant each year, and
small communities that must compete each year for a grant;

the availability of a large city's professional staff versus a small
town's or county's capacity to meet full-scale federal requirements;
and

.

the experience of Colorado's first two years in administering the CDBG
program.

Following is a list of names and addresses of people who may be copied in your
1 etter:

.

The Honorable William Armstrong
Hart Senate Building -- SH 520
Washington, D.C. 20510

The Honorable Timothy Wirth
Rayburn House Office Bldg. 2454
Washington, D.C. 20515

The Honorable Hank Brown
Longworth House Office Bldg. -- 1510
Washington, D.C. 20515

The Honorable Mike Strang
Longworth House Office Bldg. -- 1331
Washington, D.C. 20515

Robert Neal
Information and Regulating Affairs
Regulations and Paper Reduction
Office of Management and Budget
Washington, D.C. 20503

Ken Bueche
Colorado Municipal League
1500 Grant Street
Denver, CO 80203

.

- 3 -

The Honorable Gary Hart
Russell Senate Building -- SR 221
Washington, D.C. 20510

The Honorable Dan Schaefer
Longworth House Office Bldg. --1116
Washington, D.C. 20515

The Honorable Ken Kramer
Cannon House Bldg. -- 240
Washington, D.C. 20515

The Honorable Henry B.
