S. Geological Survey and then as an Engineer <br />for a consulting meteorologist. Between 1963 and 1973 he was a <br />Research :Iydrologist for the U. S" Forest Service, Rocky r~ounta'in <br />Forest and Range Experiment Station at Fort Collins. In 1973-74 <br />Dr. Leaf ",as a Project Leader at t.he Experime,nt Station where <br />his work consisted of development of teChniques for residual <br />volume streamflow forecasting; evaluating effects of land use on <br />water and sediment yields; design, construction, a~d operation of <br />runoff measurement systems; design and operation of hydrologic <br />data acquisition networks; development and application of compu-- <br />terized hydrologic simulation models; water balance studies of <br />subalpine drainage basins; snow avalanche dynamics and forecast-- <br />ing; and hydrologic impact studies of weather modif'ication. Dr. <br />Leaf entered private practice in 1974 as a Consulting Hydrologist. <br />Since that time he has conducted studies of hydrologic impacts <br />from mining and silvicultural activities in Colorado, Montana, and <br />New Mexi co. He has made contributi ons to manuals prepa I"ed by the <br />U.S. Forest Service on the hydrologic impacts of mining and Silvi- <br />cultural activities, principally in the Western United States. As <br />a consultant to Thorne Ecological Institute, Dr. Leaf has conducted <br />hydrologic impact studies for Freeport Coal Company, Northern Coal <br />Company, and HE!stmoreland Coal Company. His hydrologic impact <br />evaluation for Colorado Westmore'land's Orchard Valley r1ine was <br />utilized in one of the first mine plans approved under the Department <br />of the Interior's Surface Mining Reclamation and Enforcement program. <br />
