These requirements utilize the U.S. Army Corps of <br />Engineers [COE) criteria as outlined in the engineering manual <br />Design and Construction of Levees (EM 1110-2.,1913 dated March 31, <br />1978). Conflicts in any criteria, as determi'ned by consultant, <br />will be resolved at the directl'on of the town, Phillips County <br />and Colorado Water Conservation Board. The levee project will be <br />des i gned for the 500-year flood f,"equency eVE!nt. <br /> <br />3.
