Werve had very squirrelly e-mail behavior lately and have
lost a few messages.

While I am quite pleased with most of the work summarized in the Draft
Final Report, there are a few key questions and concerns embedded in my
comments which would need to be addressed before I would accept their
recommended values. In particular, are they representing spatial patterns
of rainfall accurately (note my concern with regard to the Pawnee Creek
and Fort Collins storm) and would including other "Front Rangel1 and
western Great Plains storms from adjacent states make any difference to
the outcome? Most of my other comments may affect the usefulness of their
reort but probably will not change the final numbers.

Thanks for your persistence and hard work on this project. My work on
this project is nearly over, but yours is not.

Nolan

1
