~, ..

The project sponsors and its technical panel believe that their study will determine the
validity of the federal agency's previous study findings. This study is designed to be an
unbiased review and it is to be fully based on the best science that the experts know to be
applicable to the basin. A W A is a nationally known firm in the fields of hydrology and
meteorology. The project sponsors have much confidence in its technical panel experts
who are Lou Schreiner of the Bureau of Reclamation, (Lou has forty years in the dam
safety business); Gary Lewis of Parsons Engineering, (Gary has authored many text
books on hydrology); and Nolan Doesken of the Colorado Climate Center,( Nolan has
over twenty five of experience in Colorado Climatology).

The federal, state, and local government representatives have a common goal. The goal
is "Making sure that the citizens of the basin enjoy a high degree of flood protection and
that the Cherry Creek Dam and Reservoir are safe".

The project sponsor has invited the Corps of Engineers and National Weather Service to
participate in the technical review. The Corps has been in attendance at all the project
meetings. The invitation to the NWS is under consideration. The sponsors anticipate
the next four months to be very important times because their study contractor will be
presenting study findings and solicit federal and public endorsements of the study
findings and recommendations.

It is the objective of the study to prepare an unbiased study product that fulfills the
concerns of the federal and state govemmental agency officials and is representative of
Colorado's unique weather patterns. In summary, Mr. Mike White, Director of Civil
Works and Management, Northwest Division, Corps of Engineers made a statement at
our October lOth Corps briefing that sums up our overall objective. Mr. White said, "I
strongly urge the importance of the State and Corps to work in a cooperative manner to
ensure that the citizens of metropolitan Denver have the best recommendation possible
from its State and Federal officials for dam safety".
