I wasn't <br />asked about starting reservoir level used by Reclamation, and one can see by what is indicated <br />under the Bureau of Reclamation, nothing is indicated in this regard. This is a very critical <br />initialization parameter in evaluating the safety of any dam. We apply different procedures <br />depending on if we have a dam that has flood control or not or what type of study and data we <br />have available. <br /> <br />Our "Flood Hydrology Manual" discusses just what techniques we typically apply to derive <br />antecedent moisture conditions associated with the PMP or other extreme rain or snowmelt <br />contributing flood events. <br /> <br />Specific Comments Regarding Task 9 are: <br />1. Page 31, last paragraph: Information regarding assumed reservoir water levels are not found in <br />the Hydrometeorological Report series. <br /> <br />Additional CWCB Summary Comments: <br />Although a survey was completed by A W A, I am' not sure that individual responses were <br />complete or consistent among those contributing agencies. This needs to be clarified to obtain a <br />better definition of the starting reservoir level to assume before the onset of the PMP or onset of <br />and antecedent event before the PMP occurs. Remember, that Cherry Creek reservoir does have <br />flood control space available. <br /> <br />Task 11: ACQuire the GRASS GIS software: <br />I can only assume that this task has been completed from what has been stated in the interim <br />report to date. <br /> <br />Review comments provided by: Louis C.
