<br />'I "..J " <br /> <br />~ <br /> <br />,^ <br /> <br />On the south side of Barnard Drive there is a line of 6 houses behind which, to the <br />south, is the ridge line described above separating Barnard Drive and Chase Street (Fig. 3). <br />, <br />This ridge confines the flow path to an area immediately adjacent to Barnard Drive to the <br />Hughes Street intersection before flow expansion would be possible in a southerly direction <br />towards Chase Street. This ridge will not be subject to fluvial change during flooding <br />(channel avulsion or erosion) because of the developed condition of the fan. Since the flow <br />can not overtop the hill of Oakridge Drive and the ridge confines the flow to the area along <br />Barnard Drive to Hughes Street, Chase Street from Oakridge Drive to Hughes Street cannot <br />be part of the delineated floodplain. <br />It is recommended that the lOO-year flood boundary, Zone A be amended to follow <br />the ridge line as shown in Fig. 3 and the area south of Chase Street from Oakridge Drive <br />to Hughes Street be eliminated from Zone A. This would remove the H-Four Associates <br />property in question from the flood Zone A. <br />This LOMA request is therefore based on the obvious discrepancies between the <br />flood mapping and physically topograpl1y ?f the floodplain associated with Barnard Creek <br />water flooding or mudflow. The re~tudy and app,eal process for Barnard Creek flooding will <br />be a more definitive and lengthy project possibility involving negotiations between FEMA <br />and the local government officials. The LOMA request is submitted at this time to enable <br />the future owners to proceed with their property interests without being impacted by the <br />lengthy process of the flood restudy will involve. <br />The following information is appended to this request. <br /> <br />. A copy of the recorded deed with legal description of the property and deed book <br />volume and page number, bearing the seal of the Recorder of Deeds (Exhibit A). <br /> <br />. A copy of the recorded plat showing the location of the property (Exhibit B). <br /> <br />. A topographic map (Figs, 2 and 3) showing the parcel and elevation of the lowest <br />ground point within the parcel. <br /> <br />. Base flood elevations (BFE). The SFHA on the effective FIRM is designated <br />Zone A and no BFE's are shown. <br /> <br />. Letter of Acknowledgement from Davis County Public Works (Scott Williams). <br /> <br />7 <br />
