Civil Riahts Comoliance <br />The program or activities conducted under this agreement will be in <br />compliance with the nondiscrimination provision as contained in Titles VI <br />and VII of the Civil Rights Act of 1964, as amended, the civil Rights <br />Restoration Act of 1987 (Public Law 100-259), and other nondiscrimination <br />statutes, namely, section 504 of the Rehabilitation Act of 1972, and the <br />Age Discrimination Act of 1975. They will also be in accordance with <br />regulations of the Secretary of Agriculture (7 CFR-15, Subparts A and B), <br />which provide that no person in the United States shall, on the grounds <br />of race, color, national origin, age, sex, religion, marital status, or <br />handicap, be excluded from participation in, be denied the benefits of, <br />or be otherwise subjected to discrimination under any program or activity <br />receiving Federal financial assistance from the Department of Agriculture <br />or any agency thereof. <br /> <br />B. Demoaraohy of Study Area <br />According to the 1990 Census, the City of Canon City has a total <br />population of 12,687 people. Their per capita income is at $10,166 (in <br />1989 dollars). Prooerty Values <br />The values of the homes located along the study reaches varied from <br />$70,000 to $170,000. <br /> <br />D. Imoact Analysis <br />This flood plain management study has no negative impact on the protected <br />groups. It only helps them in protecting their lives and preventing <br />losses of their personal properties which may result in an event of <br />flooding. <br /> <br />CULTURAL IMPACT ANALYSIS <br /> <br />The Canon City'S Flood Plain Management Study does not impact cultural <br />resources or affect historic properties. In accordance to NRCS GM 420 <br />Part 40l.3a1 this project assistance is not considered an undertaking. <br />However, if any actions are taken that could have any adverse effects on <br />a site, the action will stop until applicable provisions of Public Law <br />93-291 and/or Public Law 89-665 have been complied with. Applicable <br />state laws dealing with archaeological and historic site preservation <br />will also be complied with. <br /> <br />(1) Civilian non-institutionalized persons 16 years or older <br />
