<br />FPR 96-416 <br /> <br />COLORADO WATER CONSERVATION BOARD <br />721 State Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br /> <br />March 13, 1996 <br /> <br />RESOLUTION <br /> <br />WHEREAS, the Federal Emergency Management Agency completed a floodplain report <br />entitled "Flood Insurance Study, City of Colorado Springs, Colorado, EI Paso County, Volumes <br />1-3", dated December 18, 1986; and <br /> <br />WHEREAS, said report included detailed and approximate floodplain information for <br />streams within the corporate limits of the City of Colorado Springs, as they were on December <br />18, 1986; and . <br /> <br />WHEREAS, the Colorado Water Conservation Board, as requested by the City. of <br />Colorado Springs, by Resolution No. 264, adopted on November 18, 1986, designated and <br />approved the detailed and Lite approximate floodplain information included in said report; and <br /> <br />WHEREAS, there were no procedures adopted by the Colorado Water Conservation Board <br />for the estimation of hydrology for approximate floodplains on November 18, 1986 when <br />Resolution No. 264 was adopted; and <br /> <br />WHEREAS, the approximate floodplain information contained in Resolution No. 264 was <br />designated and approved by the Colorado Water Conservation Board without any provision for <br />the estimation of hydrology for the approximate floodplains, but contingent upon the <br />understanding that the City of Colorado Springs would regulate them on a case-by-case basis <br />subject to a detailed hydrologic and hydraulic analysis by a professional engineer; and <br /> <br />WHEREAS, Resolution No. 264 included approximate floodplain information for the <br />following streams: <br /> <br />Black Squirrel Creek <br />Douglas Creek North <br />Northeast Tributary to Douglas Creek <br />North <br />East Branch Northeast Tributary to <br />Douglas Creek North <br />West Branch Northeast Tributary to <br />Douglas Creek North <br />Unnamed tributaries to Douglas Creek <br />North <br />Douglas Creek South <br />North Branch Douglas Creek South <br /> <br />Dry Creek <br />Tributary to Dry Creek <br />West Tributary of Sand Creek (later <br />relabelled as Sand Creek West Fork) <br />and subtributaries <br />Smith Creek <br />Spring Run (later relabelled as Fishers Canyon) <br />Templeton Gap Floodway <br />Templeton Gap South Tributary <br />Unnamed tributaries to Cottonwood Creek <br />Unnamed tributaries to Monument Creek <br /> <br />; and <br />
