<br />WHEREAS, the hydrology information for the approximate floodplains for streams in <br />said new report with included mapping has been estimated in accordance with the Guidelines <br />for Determining 100- Year Flood Flows for Approximate Floodplains; and <br /> <br />WHEREAS, the lOO-year flow for said streams, which have drainage areas greater than <br />or equal to 25 square miles and less than or equal to 1125 square miles, is estimated by utilizing <br />the regression equation for Arkansas River Basin Subregion Ark-I, Ql()(} = 1564.98 * (A).539, <br />where Ql00 is the lOO-year peak flow in cubic feet per second and A is the upstream <br />(contributing) drainage area in square miles; and <br /> <br />WHEREAS, the lOO-year flow for said streams, which have drainage areas greater than <br />or equal to 0.5 square miles and less than or equal to 25 square miles, is estimated by utilizing <br />the USGS publication entitled "Rainfall-Runoff Modeling and Regional Flood Characteristics <br />of Small Rural Watersheds in the Arkansas River Basin in Colorado"; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Prowers County for <br />approximate floodplains of the Arkansas River mainstem, streams with drainage areas less than <br />0.5 square miles or greater than 1125 square miles, lakes, ponds, local drainage areas, and <br />overflows from irrigation ditches and canals has not been established by the Guidelines for <br />Determining 100-year Flows for Approximate Floodplains; and <br /> <br />WHEREAS, the streams with drainage areas less than 0.5 square miles or greater than <br />1125 square miles, lakes, ponds, local drainage areas, and overflows from irrigation ditches and <br />canals may not be designated as approximate floodplain information without a procedure for <br />estimating loo-year peak flows, and the local government understands and agrees that a detailed <br />hydrologic and hydraulic study should be performed by a professional engineer and submitted <br />by the developer or the development proponent prior to any floodplain development in those <br />cases; and <br /> <br />WHEREAS, Prowers County, Colorado has requested the Colorado Water Conservation <br />Board to designate and approve the approximate floodplain information set forth in Table 2; and <br /> <br />WHEREAS, Prowers County, Colorado, has not requested the Colorado Water <br />Conservation to rescind any of the detailed floodplain information contained in Resolution Nos. <br />39,40, and 59; and <br /> <br />WHEREAS, Section 37-60-106(l)(c), Colorado Revised Statutes, requires the Colorado <br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; <br />and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide <br />that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or <br /> <br />4 <br />
