<br />. <br /> <br />Practically all dams inspected in the Cache la Poudre River basin <br /> <br /> <br />fall into the high hazard and intermediate or large size category. <br /> <br /> <br />Therefore, in the inspection results presented in this report, dams <br /> <br /> <br />with the hydrologic capability to pass 100 percent of the PMF without <br /> <br /> <br />overtopping are termed "adequate". Alternative floods were passed <br /> <br /> <br />through the dams, with discharges being various percentages of the PMF <br /> <br />discharges. Dams that pass 50 percent of the PMF but less then 100 <br /> <br /> <br />percent of it are termed "inadequate". Dams that cannot pass 50 per- <br /> <br /> <br />cent of the PMF are considered "seriously inadequate", <br /> <br />Although the capacity to pass a PMF is a principal factor, <br /> <br /> <br />structural deficiencies should be considered. Some of these are <br /> <br /> <br />identified in the next section, which discusses dam safety inspection <br /> <br /> <br />procedures. <br /> <br />INSPECTION PROCEDURES <br /> <br />A Phase I Inspection Report has been prepared under the National <br /> <br /> <br />Dam Safety Program for about 30 dams in the Cache la Poudre River <br /> <br /> <br />basin. The purpose of the inspection was to make a general assessment <br /> <br /> <br />of structural integrity and operational adequacy. In order to identify <br /> <br /> <br />hazardous dams expeditiously, the scope of the Phase I inspection was <br /> <br /> <br />based on available engineering data, a detailed visual field inspec- <br /> <br /> <br />tion, and a hydrologic analysis. The inspection determined needs for <br /> <br /> <br />emergency measures or additional studies. <br /> <br />The hydrologic studies were made to determine the capability of <br /> <br /> <br />handling the PMF. During the field inspection, information on construc- <br /> <br /> <br />tion, maintenance history, and operating procedures was gathered. A <br /> <br /> <br />detailed inspection checklist covered each part of the dam, including <br /> <br /> <br />the crest, upstream slope, downstream slope, abut~ent contacts, intake <br /> <br /> <br />structure, outlet works conduit, stilling basin, spillway, gate struc- <br /> <br /> <br />tures, the reservoir area, and instrumentation.
